An adventure series with the title character masquarading as a labor and accident investigator of the Consolidated American Railroad. In reality he was an agent investigating "foreign agents and enemies of the government", who seemed to run rampant on the railroad. Each show ended with Agent Proctor yelling "This is an arrest! Uncle Sam wants you!"

The show had limited network airing. It was mostly a Midwest regional show.
